Arkansas native David Moore was appointed to the position of Hot Springs Village POA Corporate Treasurer at the September 20, 2023 Board Meeting. Replacing former Corporate Treasurer and current Controller Jama Wegeng Lopez, Moore has many years of experience in the financial sector. Sworn in by Chair Joanie Corry, he will fill the rest of the one-year term, which expires in April 2024. Moore is not new to service in the Village, having been a valuable and integral committee member on the Finance and Planning Committee since July 20, 2022.
Moore earned his undergraduate degree in accounting and finance from Southern Arkansas University in Magnolia in 1986. He is also a graduate of Leadership Arkansas, the economic and political development program sponsored by the Arkansas State Chamber of Commerce.
During a 32-year Farm Bureau career, David started as an internal auditor in 1989, working his way up to Chief Financial Officer, serving in that capacity for fifteen years, and ultimately serving seven years as Executive Vice President – General Manager.
Upon retiring from his 32-year Farm Bureau Insurance career, the Moores purchased their retirement home in Hot Springs Village in November 2020, becoming residents in May 2021.
Moore has been married to his wife, Alisa, for 38 years. The couple is blessed with two children, Katie and Logan, and, in David’s words, two “perfect” grandchildren.
Moore was raised in Dierks, Arkansas, and previously lived in Bryant for 25 years, where he served on the Bryant School Board for nine years. Moore was also a coach and administrator with the Bryant Soccer Club for ten years.
Serving on a Disaster Recovery Team, Moore is in Florida this week to assist with hurricane damage from a recent storm. Moore can be found on the golf courses or lakes when he is not operating his chainsaw with the recovery team or crunching numbers. Moore and his wife are members of Balboa Baptist Church in Hot Springs Village.
Duties of the HSVPOA Corporate Treasurer
In the position of Corporate Treasurer, Moore is an Ex-officio, nonvoting Board Member with the primary responsibility for the financial well-being of the corporation. While knowing Generally Accepted Accounting Principles, Moore will focus not on day-to-day financial activities but on the “big picture.” The Corporate Treasurer’s job duties encompass but are not limited to the following:
- Monitoring and reviewing financial policies for the board and assisting in developing financing strategies
- Reviewing accounting policies in place for proper segregation of duties
- Working closely with the Controller for investment strategy and activity
- Member of the Audit Committee
- Board Liaison for the Finance & Planning Committee
