Request approval for the rehabilitation of remaining 27 culverts
Associate Director of Public Services Matt Broom and Superintendent of Roads and Sanitation Todd Noles requested approval and funds to rehabilitate 27 large culverts.
At a recent Public Services Committee Meeting, Public Services Director Ken Unger spoke on this project.
This is what I recently reported here, “Unger said they had some extra money left in the culvert budget, so they did a trial lining the bottoms of four large class 3 culverts. Class 1 and class 2 culverts have been completed. A contractor cleaned out the bottom of several of the class 3 culverts, backfilled them with gravel, installed rebar, and poured concrete across the bottoms. This process solidifies the culverts’ structural integrity and will not affect the culvert capacity. Unger said if anything, it probably improves capacity. The cost for this process is an average of $4,200 per culvert. This procedure saves tens of thousands of dollars compared to spray casting. Unger estimates that they can do 20-30 more of the culverts by the end of 2024.”
Board Vice-Chair Larry Siener made the motion; Board Member Mark Quinton seconded the motion, which passed unanimously.

2025 Fee Schedule
A motion was made to approve the 2025 Fee Schedule by Board Member Bruce Caverly; Board Member Doyle Baker seconded, and the motion passed unanimously.
Vice-chair Larry Siener said that the Board adjusted the proposed amount for unimproved lot buy-in fees. Siener explained, “After Board consideration, the fee will go up, but it will not go up quite as dramatically as it was initially proposed.

Approval to Order Grinder Pumps
Superintendent of Water and Wastewater Plants Chris Boutzale requested the Board to approve a motion to order 110 2-HP grinder pumps and 40 1-HP grinder pumps.
The difference between the cost of the 2-HP pumps and the 1-HP pumps is a little over $8.00. The reason the cost of the two pumps is close is due to the volume of 2-HP pumps sold by the vendor. “They get a better deal,” stated Boutzale.
Boutzale said, “The western end of the Village has the older sewer system. Some of those are 120-volt pumps. We don’t need the 2-HP pumps there.”
Boutzale estimates they will use around 155 pumps in 2025. Although they are asking to purchase 150 grinder pumps, there are 35 remaining in stock.
Board Member Bruce Caverly motioned to approve the purchase of the grinder pumps; Board Member Gary Belair seconded the motion, which was unanimously approved.

Contract with Diamante on grounds maintenance
Contracts and Development Supervisor Ginger George presented a draft of an agreement between HSVPOA and Diamante Members Club, Inc. The agreement outlines the management and maintenance of landscaping, monuments, and entrance signage situated on HSVPOA common property located at
- The intersection of Country Club Drive and Maderas Drive
- The intersection of Maderas Drive and DeSoto Boulevard
George said that the contract requires the properties to be maintained in attractive condition and in good repair.
There have been no issues with the management and landscaping. While no issues are anticipated, having the agreement in place protects the POA, explained the Supervisor.
This item did not require a vote from the Board of Directors. Corry said, “Primarily, we wanted this to be in the minutes to ensure that everybody knows about it.”
David Moore, Board Treasurer, reviews plan for repayment of emergency fund
Corporate Treasurer David Moore explained, “As we just mentioned, and I think we all know, we had a tornado in the Village back in the Spring. The POA immediately began to incur significant cleanup costs.”
Moore said that it was fortunate that emergency funds were set aside for unexpected occurrences like the tornado. “The GM requested and the Board approved $1.25 M, in total – two different requests – for this purpose.”
“Since that time the GM and staff have worked hard to adjust their budgets to help pay these expenses as was noted in the financial update that Phyllis did earlier. We’re within $76,000 for our year-to-date budget, including the tornado expenses. Kudos to GM Kelly [Hale] and his team for managing the budget. The only item we really have to talk about [at this point] are emergency reserves and replenishing such. That can only be done by Board action,” stated Moore.
“The Finance and Planning Committee recommends that we move forward and replenish the $1.25 M to our emergency reserves. Doing this would strengthen the balance sheet…when we start looking for financing on our sewer and water efforts. We want those to be in our emergency reserves.”
Siener motioned to replenish the emergency funds at $1.25 M from operating reserves, seconded by Caverly and unanimously passed.
