In this edition of “Ask Matt,” Hot Springs Village Associate Director of Public Services Matt Broom answers a question about damaged landscaping caused by excessive rain.
Resident: With the recent heavy rains, my property has received substantial damage to the landscaping due to flooding. It appears the ditches and culverts couldn’t keep up with the rain and flooded my yard, which washed my landscaping rock and mulch away. Will the POA pay to have this repaired or come and replace my landscaping materials?
Matt: In the past weeks, we have received multiple 3+ inch rainfalls in a short amount of time. This causes flash floods that can’t be handled by most culverts and ditches, as they aren’t designed to carry that much stormwater so quickly. The POA isn’t responsible for damage to private landscapes when acts of nature occur. It is best for residents to use these events to learn where run-off occurs and make the necessary changes to protect their property. This may include not placing mulch in areas of run-off or going back with large rock where small rock is washed out. It is also crucial to keep your driveway culvert well-maintained and completely open on both ends.
